Government of Haryana planned to digitize the public health facilities in the state. The core objective of this initiative is to enhance healthcare experience in the public health facilities and bring efficiency in the healthcare system by streamlining and digitizing workflows. State Health Systems Resource Center, Haryana (HSHRC) was appointed to implement a Hospital Management & Information System on behalf of Department of Health. The project scope included software development, infrastructure set-up, training & change management followed by operations & maintenance support.

55 health facilities, which included all Government Medical Colleges, all District Hospitals and a few CHCs and PHCs were identified and “e-Upchaar”, the flagship programme of Government of Haryana was launched.

Objectives:

    1. Improve patient experience:
  • By making EHR available across all the public health facilities
  • By reducing patient waiting time through efficient queue management
  • By making information related to services provided by the facilities easily available
    2. Improve operational efficiency:
  • By simplifying and automating manual administrative processes
  • Through real-time reporting, analytics and decision support
  • By optimizing utilization of equipments, facilities, human resource, drugs & consumables through continuous monitoring


Implementation of e-Upchaar is planned in three phases :

Current Status

  • “e-Upchaar” application is live across 22 facilities in the state.
  • Implementation is in progress at 33 health facilities in Phase-3.
  • Approximately 6,200 personnel have been trained including doctors, nurses, para-medical staff for basic computer skills and specialty modules of “e-Upchaar”.
  • Approx 52 lakh patients have been registered through the “e-Upchaar” application. Patient satisfaction has improved to some extent by better queue management, unique HID registration and digitization of services being provided.
  • Online details of assets & equipment, medicines and consumables can be easily mapped by the facilities where the modules are being used.

* The project is pending implementation at 5 facilities due to construction activities going on at these facilities.
